This is something that has stumped me in the past, and it comes down to a very
simple setting that Ubuntu doesn't make obvious enough.
The user account that you create when you install Ubuntu has access to most
hardware devices by default. Subsequent users, however, are only given
limited access. This is for security, and is easily changed: go to the Users
and Groups utility in the GNOME System menu, open the user that you wish to
edit, and tick the box to grant them access to audio. This process needs to
be performed by a user that has administrative (sudo) access, like the
account that you created when installing Ubuntu.
