Shouldn't need to. What do you have listed for "Download from:" in the
software sources dialog? I have an Ubuntu machine here that is using
"Server for Australia", and that has picked up that there is an
upgrade available.

Just to be clear, Update manager won't say "Gutsy is available", it
will have some text saying "New distribution release '7.10' is
available", then a button next to it saying "Upgrade". ie. Gutsy ==
7.10

So:
- run System->Administration->Software Sources
- change the "Download from:" to "Server for Australia" (if it's not already)
- run System->Administration->Update manager, click "Check", then
install any updates
- fingers crossed, you'll get the "Upgrade" button.
- If not, open a terminal (Applications->Accessories->Terminal) and
send us the output of "cat /etc/apt/sources.list"
