This has already happened here in Australia way back in 1998. See the

The Dell computers, expected for release in Australia soon (some say on
Thursday) come with Ubuntu installed and not Windows. Therefore there is
nothing to refund.
The last computer I had built I bought without an operating system. I am
pleased to see that things are changing to allow customers a choice. Dell,
for one, denied me that choice several years ago.
While, as an Ubuntu user, I know what I am letting myself in for when making
this choice, there are an awful lot of people who, never having heard of
Ubuntu will be unable to make an informed choice. This is just a start,
hopefully of something big.
