sounds like your problem - it seems theres some sort of proxy facility, i 
presume on your apt-get setup. 
Are you using approx, apt-cache, apt-proxy or one of those package cachers 
served from your local box? or even another http proxy?

the funny thing is i thought 4001 was associated with mldonkey, with these apt 
proxy type facilities using (IRC) 3128, or 9999 as thier ports just off top of 
my 
head.

Have a look in /etc/apt.conf.d/ and see if those files have the word  proxy  
in them? look for 'proxy' and 4001 in a case insensitve way.

just a few random thoughts to get you started.
