Yeah for graphics work GIMP is your best option, have a look in Synaptic  
and you will find extra tools/brushes, and animation and svg plugins.  
There's also a couple of books and tutorials you can install to help find  
your way around it.

For web development try NVU, which is Dreamweaver like; I think it's in  
the repositories so have a look in synaptic.
However if you want to get away from wysiayg editors try Bluefish, or  
Quanta+ which is absolutely brilliant IMO.

For Flash, we are in a bit of a sticky spot there at the moment, there is  
Flash 4 Linux but it is still in development and not really usable.
However, OpenOffice Presentation allows you to export slideshows to .swf
Ktoon can be used for creating some other flash animations.

Personally, I just run FlashMX in Crossover/Wine as it works beautifully  
there.

What is a Chinese Character INPUT slab?
I know there is Chinese language support in Ubuntu, and there's a pile of  
chinese fonts available in Synaptic.
