New kernel, where?

A lot of people seem to be talking about a new kernel that has been
shipped to Ubuntu users in the past couple of weeks.

How come I didn't get it?

It's the mystery of the mysterious kernel that never showed up for me.

I am currently running kernel 2.6.20-16.
Is this the latest?
If not, what is the latest and how come I didn't get it?
