How to maintain packages

G'Day,

I want to create and maintain a package for WikidPad (a desktop WiKi
notepad application written in Python). I'm looking for some hints and
tips


1) Are there any tutorials on package creation and maintenance?
2) How can I create a package that can be used by any Debian based
distro?
3) Where should I upload my package?
4) What is the best way to create a test environment? (VMWare,
fakeroot...)
