The thing to consider is the app she'll be running.
Firefox on a 266 would be cruel and unusual - it takes
long enough on a 2ghz+ machine with modern disks.

And realistically, it has to be firefox if you want
flash and a reasonable browsing experience.

1ghz machine are pretty cheap these days -- some
businesses would be even giving them away
