bpalogin is actually on every Ubuntu Install CD.  Even the Desktop CD
has a small repository with it included.  I helped someone get it
working in this thread (post #14 in particular):

Robert, as I understand it, you only need bpalogin if you use Telstra's
"Bigpond Advance" cable service.
