[ubuntu-art] Wallpaper site

Depending on if the site were to have its own separate domain as far
as I'm aware the Ubuntu Brainstorm website is built on Drupal and the
voting system is a module/plugin for it. Rather than take up stapce on
that site with votes for wallpapers I think the proposed website
should have its own separate voting system.
