What I have in mind would be a site where the owner can define templates
for the kind of content wanted. Each template would contain:
- Technical requirements for uploads
- Fields for required information
- Fields for optional information
- Rules for the presentation, e.g thumbnail size and placement

There could be templates for:
- Wallpapers
- (GTK) themes
- Release posters
- Countdown banners
- One free-form for everything else (?)

Thanks to versioning, it should become possible to look at the history
of each piece of artwork along with comments.

The users should be freed from having to mess around with markup.
Especially the markup of a whole page at once.

I'm not sure in how far discussing artwork vs design would affect
anything of that.


I might be willing to help with the conceptional design of this, but
Canonical would have to provide hosting and I would like to see at least
2 developers on it. 
No problem with taking this topic up again only after the release is
out.
