Yes, it was like I thought. You've early me.
Infact I changed the value of metacity_theme_opacity from 0.75 to 1.0
and I solved the problem.

Another solution is to flag metacity_theme_shade_opacity and set
metacity_theme_opacity to 58 (or other).

I think that it's the most logical solution because it's not a metacity
problem (or gtkrc engine), but a specific configuration of compiz.
For me the problem of active\inactive window can be fixed with compiz
setup.
