[ubuntu-art] New Theme

Hi all,

I suggest that someone create a new theme along these lines.  We can certainly 
include it in Gutsy, even if only a downloadable package from Universe. 
Whether we include it in the default install depends upon the end quality of 
theme and the acceptance of the community, etc.
