Make sure you don't untar them. The theme manager will do all that for
you. Otherwise I can't see what could be wrong. :)
In the case of Smooth9, you will have to extract manually or with file-roller and put the theme directories in .themes in your home directory. This is because the package contains more than one theme and the theme manager can't install themes packaged this way. Sorry, but with 40+ themes to keep track of I'm not going to make that 120+.

but...
1. do people want the gradient version or the flat version?
2. japan? or gPerfect? gray?
3. someone put gperfection2 for icons but those are proprietary now aren't they?...., and while they should have replaced the default GNOME icons when they were gpl, or whatever they were, it is redundant to use them. Bad idea on all accounts.
4. Simplebox? Who added that? Smooth9 gradient and flat have metacity themes that perfectly match the gtk's. No reason to use something that doesn't fit.

I still say something very plain, gray and simple should be added for the many that prefer such, but I will get to adding my submissions latter tonight or tomorrow
I'm also a bit confused. First, we had internal and external.
