I have wanted this kind of thing on a few occaisions - and I think
that if you could release some kind of 'finished' solution there would
be interest much wider than just the Ubuntu community. Making art that
can change colour would be brilliant...

As Etienne said, for wallpapers etc it would be great.

I'm sure you've considered these but:
As for replacing non-exact colours - you culd just apply a uniform hue
shift to all the colours, or simply provide users with a list of all
the colours in a collection of SVGs and let them remap them manually,
replacing a colour at a time...
