I liked this decision from the beginning, because it harmonizes closing a
window with [X] and exiting the desktop - both located top right.

How did you know i have 40gb, thats true ;-)
You are right, "full" cant be declared by the distributor. All you can do is
give users a choice.
The wastebasket needs a menu, and the user could define a limit either in
amounts of bits, or a percentage part of the partition. Or even a percentage
part of the free bits on the partition.
Then the wastebasket knows what full means and appropriate indicators can be
implemented. Additinally the tooltip should tell how much bits your trash
contains.
