[ubuntu-art] request: tango style synaptic icons

Here are the old ones converted to "Tango" using its palette.
I have made a supported version with a semi-transparent ubuntu-logo but
there is not enough space, and the logo can't be seen when the package
is marked as locked, remove, etc.

The 16x16 is ok, but 22x22 are svg exported.

If nobody can find a better way to show the state, here the old way is.
