[ubuntu-art] Setup Splash Screen

I happen to have made a quick 5 minute setup splash for the 5.10 
Installation Routime, since the wiki for contributations to Ubuntu 5.10 
Artwork said you needed a 256 color splash screen, hopefully you can 
convert this into the right format for inclusion in debian-installer!
