Yes, but you can't let the users be the jury. Canonical folks or a
person trusted outside the organization needs to be the judge.
Rule-by-committee *never* works.

The art.gnome site recently had a contest and Garret from linuxart was
the judge. That's smart. If user's pick the winner we could very
likely end up with art that could be offensive or too "artsy."

A contest is a good idea even if the only award is, "Hey, Joe won.
Good job Joe!"
