pglogical's binaries were removed from 32-bit architectures in Debian
for the postgresql-17 transition.

Please remove the following binaries:

postgresql-16-pglogical | 2.4.4-1 | plucky/universe          | armhf

pgl-ddl-deploy and pglogical-ticker's armhf binaries have already been
removed.
