Hi Sudip, thanks for looking at this!

Looking at update_excuses for other packages that are blocked by openmpi
(i.e. that have Issues preventing migration: Depends: openmpi), I see
for example:

dolfin (2019.2.0~legacy20240219.1c52e83-10ubuntu1 to 2019.2.0~legacy20240219.1c52e83-11ubuntu2) 
missing build on armhf:

so maybe dolfin binaries also need removing on armhf.

fenics-dolfinx (- to 1:0.9.0-5build1) 
missing build on armhf:

fenics-dolfinx is not currently in Plucky, so should not be a blocker.
