[Bug 2091256] [NEW] Please remove armhf and i386 binaries for openmpi transition

Public bug reported:

openmpi_5.0.6-3 in plucky-proposed depends on 'architecture-is-64-bit' and does not build for armhf and i386.
Please remove armhf and i386 binaries of openmpi and its reverse-dependencies from plucky. 32bit arch will use mpich.

openmpi binaries in armhf and i386:

openmpi-bin/4.1.6-13.3ubuntu2
libopenmpi3t64/4.1.6-13.3ubuntu2
libopenmpi-dev/4.1.6-13.3ubuntu2

Other binaries which are still using openmpi in armhf that needs
removal.

nwchem-openmpi/7.2.2-2build1
libtachyon-openmpi-0/0.99~b6+dsx-12build4
libtachyon-openmpi-0-dev/0.99~b6+dsx-12build4
tachyon/0.99~b6+dsx-12build4
libtachyon-dev-common/0.99~b6+dsx-12build4

For tachyon the current version in Plucky is 0.99~b6+dsx-13build1 and
there are no reverse dependecies for the old "0.99~b6+dsx-12build4".
