[Bug 2090905] [NEW] Remove ppc64el riscv64 s390x binaries in plucky release to migrate signon-ui

In plucky 25.04 proposed signon-ui no longer builds for ppc64el riscv64
s390x due to qtwebengine not be available on those arches.

Debian sync has disabled builds now on those:

Please remove ppc64el riscv64 s390x binaries in plucky release to allow
