# Problem

The migration of rocm-hipamd 5.2.3-12 from mantic proposed to release is
blocked because a build for s390x is not available [1]. The rocm-hipamd
5.2.3-12 version of the package contains many bug fixes and supports a
much wider set of hardware.

# Background

All tests were disabled in the rocm-hipamd 5.2.3-7 package upload, which
allowed the s390x package to build successfully for the first time. The
tests were reenabled in the rocm-hipamd 5.2.3-9 package upload and the
s390x architecture was explicitly excluded from the build architectures
in all future uploads [2]. The HIP runtime depends on HSA support from
the AMDGPU driver that is only available on amd64, arm64 and ppc64
systems, so the s390x binaries are useless [3].

# Proposed Resolution

Remove the s390x binaries for hipcc, libamdhip64-5, libamdhip64-dev, and
libhiprtc-builtins5 from mantic to unblock migration.
