Today I received a notification that phased updating of update-manager in xenial was halted because of the following error:

Curiously, the errors bucket contains the Xenial package version on Yakkety systems.  Digging into the individual crashes the reports are correct and its possible this crash is occurring during a distribution upgrade.  Regardless, the phasing of the update shouldn't be halted in this case.

I've modified the code to use the versions API to ensure that the package version actually affects the release for which the SRU is being done.

I ran the phased-updater and the only problem removed from the report was the referenced update-manager one, but it'd still be good to avoid this in the future.
