The universe/multiverse split is about freedoms offered.  Both still
need to be distributable, however.  If the translations are considered
a derived work of Skype itself (and it's hard to argue with that point
of view, given not only that their only purpose is to be used with
Skype, but that they're also literally derived from the strings in
Skype itself), then the only people who can give you a valid license
to distribute are Microsoft.

Without that explicit license, any distribution would be a copyright
violation, component wouldn't matter.  With that license, then the
component depends on the license MS grants for translations, of
course.
