[Bug 1033325] [NEW] Please remove vala source package from Ubuntu

The vala source package contains the obsolete version 0.12 of the vala
compiler. In addition to this, we have vala-0.14, vala-0.16, and
vala-0.18 in the Ubuntu archives and badly need to keep the available
versions under control.

This package has already been removed from Debian
