interface function requested by ~apachelogger in

* lib/pipeline.h (pipeline_get_pid): Add prototype.
* man/libpipeline.3 (Functions to build pipelines): Document
pipeline_get_pid.
* tests/inspect.c (pid_helper, test_inspect_pid): Test
pipeline_get_pid.
* NEWS: Document this.
