Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu delta was for the security fix (CVE-2010-4203) which is included upstream in this version.

Changelog entries since current natty version 0.9.2-1ubuntu1:

libvpx (0.9.5-1) experimental; urgency=low

  * New upstream release:
    + debian/patches/01_enable-shared.patch:
      - Refreshed.
    + debian/rules:
      - Enable altivec assembly for powerpc.

And as I mentioned in Bug 676511, please enable vpxenc/vpxdec. Or split
them into another package like Fedora does with "libvpx-utils".
