Please sync librapi2 0.15-2 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:

Now debian package has libsynce0-dev as a depend and it uses ubuntu
patch to fix ftbfs with binutils-gold, so all ubuntu changes are
imported into debian package, there are no diffs between packages.
