Unfortunately I'm not at Canonical for much longer, but any Ubuntu 
community member can help do that.  I think the right solution is 
exactly what you suggest.

1. Reduce the Ubuntu/Upstream delta by as much as possible.
2. Reduce the Ubuntu/Debian delta by as much as possible
3. Bring the Ubuntu package up to date with Upstream & Debian, while 
retaining any remaining delta
