The only significant change was keeping libxext-dev as a Build-Depends.
This change has been added upstream, as can be seen from this Debian
changelong entry:
wmifs (1.3b1-19) unstable; urgency=low
* Fixed build-dependencies, closes: #486995.
* Updated standards version.

The Debian Build-Depends line now looks like this:
Build-Depends: libx11-dev, libxext-dev, libxpm-dev
As you can see, libxext-dev has been added. We can drop the other Ubuntu
change, updating the Maintainer field. This will allow us to safely sync
this package from Debian.
