Where to submit "PPA url" on developer.ubuntu.com

Hi Aaron,

The website is a still little confusing there, since we originally did
require a package upload. Instead of uploading a package, just upload a
text file with a link to the PPA (name the file ppa-info.txt or
something like that, so we immediately know what it is).
