GNOME Settings Applet often Hangs Orca

This is an installation of GNOME 3.27 in Ubuntu 18.-04 pre-release ,
64-bit. When the settings applet is started, Orca goes silent, and
speech is restored by closing settings applet, sometimes.
Expected Behavior: I start the System Settings applet, and can navigate
the panes using tab key, arrow keys, space, return, etc, all with speech.
Actual Behavior: I have a fully-functional speech support, provided
orca, until I start System Settings applet. No speech from anything in
the session, except for orca's on/off state. Killing System Settings,
using 'alt+f4' seems to close the applet, and, after a long delay,
speech resumes. See the attached debugging output; hope this helps.
