Not to worry, not to compile!.
There is a PPA for Ubuntu that has latest or very close to latest 
linphone. 
I have used it for quite a while now on more than one distro, and the 
linphone ppa for at least a year now I think. It has extra codecs as well 
in it, all the infrastructure you need.
I'm not writing this on my Ubuntu/Vinux box, so please google for this, or 
write me back and I'll look for the source you need to add.

PVHi,
PVUbuntu 16.04 has old Linphone 3.6.1 version, but in this version is a
PVbug with appli button in account guide. Are you using this software? I
PVwant to compile the 1.9.1 from source, but Ubuntu has older intl-tool,
PVso I get error in ./configure script. Or can you recommend me other
PVaccessible voip / sip software? I know Twinkle, but it has
PVaccessibility / sound problems on my machine.
