compiling speech-dispatcher with support to ibmtts

hi Luke and list,
The eci.h needs to be in /usr/include.
The libs should be symlinked to /usr/lib/libetidev.so
and 
/usr/lib/libibmeci.so
And you need also the old libstdc++ in /usr/lib

After these steps are complete, speechd can detect the ibmtts.
