I have a question about updates?

However, I was looking in software sources and saw a box for proposed updates.
After checking it, I see updates almost everyday. What is the deal with these? Are they bug fixes, or just things someone thought of later? Today I think I even saw a kernel update, which I thought was never updated once a release becomes final.
