Tremor reduction

My family is hoping to set up a computer for my grandmother so she can
keep in touch with people. One issue that I haven't found an answer
for yet is that she and my mom both have something called Essential
Tremor, which is a genetic tendency to shake, similar to what you
might see in someone with Parkinson's. This would make it extremely
frustrating to use a mouse, as it would jump all over the screen and
click on other things than what was intended. While one could just
slow down the mouse response, that would only limit how far the cursor
jumped, not how much, and would make it irritating in different ways.
There is apparently a hardware device that can be placed inline
between the mouse and the computer to moderate the signal into
something smoother, but it cost a few hundred dollars, so it would be
nice if there was another way. What I am wondering then is whether
there is a software method for adjusting the sensitivity of mouse
input and correcting for jitter from hand tremors, and if so, how
would I go about setting it up?
