problem with orca reading user information

Hi, I don't know if this is a orca or ubuntu problem.
I used to be able to read the permissions for users in the root account using orca.
However I notice while everything else still reads, the permissions in the add user setting do not read at all anymore.
Using the up and down arrow, I get a beep at the top and bottom of the list, but no speech.
