a question about the live cd

Hi, I noticed today there is a file on the live CD that says it is a windows installer for ubuntu.
My question is, does this reboot the computer to the CD? Or does it reboot into windows and install ubuntu from there.
If it reboots into windows I would think we could use our windows screen reader to install ubuntu.
I wanted to ask before giving it a try.
