administration options from the gnome desktop

Hi all, I'm wondering if anyone has found a simple way to use access tools
such as orca with administration options such as networking or synaptic.
The only way I currently know to do this without too much hassle is to have
the GUI not start at boot and to do "sudo xinit" to start it with admin
rights for the current session which will allow things to speak as expected.
I'm wondering, is there any way to tell these tools to allow access from the
user account? I'm assuming that the answer is no as this would violate the
whole concept of root but just thought I'd ask.
