Hi,

actually the config file is at the right place for the package, so I
guess the problem is that speech-dispatcher doesn't look for it *there*.

(the FHS mandates that no files go in or under /usr/local, because
/usr/local can then be used for software that you compile yourself w.o.
conflicts)
