[u-a-dev] [Bug 95051] Speech-Dispatcher package misplaces files

Public bug reported:

Binary package hint: speech-dispatcher

When installing speech-dispatcher from Synaptic, the package places the
speechd.conf file at "/etc/speech-dispatcher/speechd.conf" and the
program produces no sound, i.e. TTS. When compiling from source, the
config file is placed at "/usr/local/etc/speech-dispatcher/speechd.conf"
and everything works accordingly.
