[Bug 1415400] [NEW] Upgrade to Festival 2.4

This package gets updated from Debian, and Debian still has 2.1. The
best route is to update this in Debian first. I'll see what I can do to
get that moving and try and get it into vivid before import and feature
freeze in February.
