[Bug 1415400] [NEW] Upgrade to Festival 2.4

Public bug reported:

Festival 2.4 was released on 25/12/14. It would be great if this repo
was upgraded to install the latest version of Festival.

I'm sorry, I would try and help out updating the repo but I don't know
head from tail. I'm assuming the core files just need updating, and
hopefully all the patches can stay the same?
