Looking to the current precise greeter log I saw that warning:

WARNING **: unity-greeter.vala:806: Error starting the at-spi registry
... " /usr/lib/at-spi2-core/at-spi-bus-launcher: no such file or
directory"

Indeed at-spi got multiarched and the directory is
/usr/lib/$(targetarch)/....

Not sure how much the spawning of at-spi-bus-launcher is needed for a11y
to work though
