NB that apport is turned off by default in Hardy final, this time by
completely disabling it in /etc/default/apport. This avoids wasting a
lot of disk access and delays after a program crashed.

So if you do not get any crash report at all, it is behaving as
intended. If you do get crash reports, but the core dump is empty, you
triggered this bug.
