Key Ubuntu teams should have an open process for new members

The discussion stopped without real conclusion but we yet another cycle 
where we hit those problems

No review is happening, IRC nagging isn't helping

There is just no activity on the IRC release channel. By itself a week 
isn't that long but on a short cycle and getting close from beta freeze 
it is long enough that it is problematic.

Checking https://launchpad.net/~ubuntu-release/+members#active the team 
is still down to 7 members with one adding in the last 3 years and no 
change in over a year.

I think it's pretty clear that the release team isn't able to take the 
actions needed to be able to fix the issue. I still have on my backlog 
to reach to them to document their onboarding process but I don't feel 
like that's likely to help with any short term resolution so I would 
like to put the topic back on the agenda for the next TB meeting to see 
what action we could take to help with the issue.
