LTS status for Ubuntu Budgie 24.04

Ubuntu Budgie are formally part of the upstream budgie project called
buddiesofbudgie https://github.com/buddiesofbudgie

Our aim is to upstream any fixes - but primarily are engaged with
future budgie development.  The vast majority of issues we have made
during the 20.04 and 22.04 LTS periods have been git cherry-picks from
the latest development release if possible.

The team consists of eleven people https://ubuntubudgie.org/team/ four
of which are primarily developers with various roles to resolve issues
and test.

We primarily maintain the key packages via Debian with the exception
of the version of budgie-desktop-environment which is maintained in
ubuntu N.B. Debian we maintain the same named package but is tailored
for Debian.

I'm the DM for the packages.  A couple of team members help package
updates with myself validating before pushing.
I also have packageset rights for Ubuntu Budgie.  The aim we have is
to have at least one further team member to gain individual rights for
packages they are most familiar with.  We will assess later when it's
appropriate to request an expansion of packageset rights at a later
date.

We have adhered to the expectations for flavours

always contributed actively to all phases including beta, RC and
release.

We try to always have at least two team members contactable via IRC -
#ubuntu-release, #ubuntu-flavors and #ubuntu-quality.

We also currently maintain separate raspi build since 21.04, including
the current LTS period and all standard releases
(https://sourceforge.net/projects/budgie-remix/files/). We would like
consideration of a formal raspi build and have been discussing this
with the release team and other flavours.
