This isn't the sort of thing the technical board is for (this is a user
support question), but since you're here:
ksnapshot was replaced upstream by KDE with spectacle. It's packages as kde-
spectacle in 16.04 and later. If you have further questions, I recommend the
kubuntu-users mailing list [1].
